Heavy traffic has traditionally made it difficult to appreciate Tratalgar Square as a public space. However, under a splendid new scheme pushed through by the mayor, the northern flank of the square — in front of the National Gallery — has been blocked off to traffic, and a new pede.strianised plaza will be in place some time in 2003. "
